Strategic Lever I: Whole Child Development - El Paso ISD schools foster learning environments for the whole child to thrive.

SUMMARY:

The Request for Proposal (RFP) is one (1) of seven (7) approved purchasing methods allowed under Texas Education Code, Section 44.031. The purpose of this proposal is to provide interactive flat panel displays, mini computers, and related service to create and support an active learning environment for District students.

The District requested proposals from qualified vendors to provide interactive flat panel displays, mini computers, and related services at campuses Districtwide. The RFP was advertised in the El Paso Times newspaper and on the District’s website for two (2) consecutive weeks. Three hundred thirty-eight (338) vendors were sent invitations through the District’s e-bid system. Ten (10) vendors viewed the solicitation, and eighteen (18) vendors submitted a response to the solicitation.

The evaluation committee consisted of: Mr. Manuel Verduzco, Assistant Superintendent of Information Security and Technology; Mr. Jesus Corral, Director of Technology Services Applications; Ms. Claudia Alonzo, Project Coordinator of Information Technology; Mr. Victor Armendariz, Project Coordinator of Information Technology; and Ms. Leticia Briseno, Project Coordinator of Information Technology. The evaluation committee independently reviewed and scored all responses received on July 12-13, 2023.

The committee recommended increasing the quantities to be purchased by an additional 10% to accommodate future growth, and awarding all items to one vendor. The following vendors did not bid on all items: Spectrum Technologies, Virtucom, Inc., and Hypertec USA Inc., and were not given scores for the purchase price category. The solution proposed by IoT Professional was deemed Not As Specified (NAS).

The evaluation committee recommends award to ELB US, Inc., the highest ranked vendor meeting the needs of the District. Administration ranked ELB US, Inc., higher partly due to the increased warranty provided for the interactive flat panels and mini computers, as well as the superior product and comprehensive professional development proposed.

ADMINISTRATIVE RECOMMENDATION/MOTION:

It is recommended by Mr. Manuel Verduzco, Assistant Superintendent of Information Security & Technology; Dr. Joseph Villalba, Executive Director of Procurement & School Resources, and Ms. Leticia Rivera, Assistant Director of Procurement & School Resources, that the Board approve the award of Interactive Flat Panel Displays and Related, RFP #23-089, to ELB US, Inc., in the amount of $11,746,900.00, with the option to extend for four (4) additional years, twelve (12) months at a time.
