If approved, by a 2/3 majority vote of the Board, the District would adopt an exemption to Texas Education Code 22.004(i), which prohibits a District that has implemented employee group health coverage pursuant to Chapter 1579 of the Insurance Code (TRS ActiveCare) from providing any kind of alternative group health coverage. Adding this exemption to the current local innovation plan could possibly allow the District to provide alternative group health coverage to its employees without exiting TRS ActiveCare.  The proposed amendment would also correct a typographical error in the term.  The District’s District-wide Educational Improvement Council (DEIC) reviewed the proposed amendment to the Local Innovation Plan on April 5, 2019. The DEIC approved the amendment unanimously. The Commissioner of Education was notified of the Board’s intention to vote on the proposed amendment to the District’s current Local Innovation Plan, and the proposed amendment and final plan were posted on the District’s website for 30 days.

It is recommended that the Board adopt the amendment to the current Local Innovation Plan and authorize Administration to finalize the amended Local Innovation Plan, as presented.

EPISD employees would have to re-enroll with TRS ActiveCare in order to receive Health Insurance.
